Building menus using a "link" with # instead of a "separator" to get Link Title Attributes to increase keyword density

I was wondering if anyone knows that, instead of using a separator to build your menus, if using a link instead but placing a # where the hyperlink goes so that you get a Link Title Attribute on you page helps at all with the on-page SEO or if that Link Title Attribute only affects the page being linked to.

For example, if you had 10 separators in your menu vs 10 links with # but also an additional 10 keywords on a page to increase keyword density on that page using those Link Title Attributes.

Anyone know if this works for increasing on-page keyword density?
